Russia Visa Guide for Turkish Citizens (2026)
Turkish citizens can travel to Russia on the unified e-visa. Issued in 4 calendar days, valid 120 days, 30 day stay. Steps, fees and border crossings.
About this route
This guide covers the official Russia entry process for Turkey passport holders: required documents, the application steps, and where our optional support fits in.
Can Turkish citizens travel to Russia without a visa?
No. Turkish citizens holding an ordinary (burgundy) passport need a visa to enter the Russian Federation. You do not have to visit a consulate to get one, though: Russia's unified electronic visa is open to Turkish citizens and the entire application is completed online.
The Turkish Ministry of Foreign Affairs sets this out on its visa regime page for Turkish citizens: ordinary passport holders require a visa, holders of special and service passports are exempt for 30 days within any 90 days in 180 days, and diplomatic passport holders are exempt for 90 days. The same page confirms that Turkish citizens can travel to the Russian Federation with an electronic visa.
What is the Russian unified e-visa and who can apply?
The unified electronic visa is administered by the Consular Department of the Russian Ministry of Foreign Affairs. Applications are accepted only through electronic-visa.kdmid.ru or the mobile application available on that site. The portal states that nationals of 64 foreign states may be granted an e-visa, and Türkiye appears on the published country list.
The clearest advantage of the e-visa is that no invitation is needed. The portal describes the process as requiring no invitations or confirmations: you simply fill in the application form on the website. The Federal Migration Service invitation that many consular visa categories require is not part of this route.
The travel purposes covered by the e-visa are listed by the Turkish Ministry of Foreign Affairs: guest or business visits, tourism, and participation in scientific, cultural, socio-political, economic and sporting events. Work, study and long-term residence are not on that list. Transit is not covered either; the portal's FAQ notes that "transit" cannot be selected as a travel purpose on the application form.

Validity and length of stay: what changed on 23 August 2025
Russia extended the terms of the unified e-visa in 2025, and many sources still quote the older numbers. According to the portal's FAQ, since 23 August 2025 the validity period of a single electronic visa has been extended to 120 days from the date of its issuance, with the permitted period of stay not exceeding 30 days from the date of entry into the Russian Federation.
| Period | Visa validity | Permitted stay |
|---|---|---|
| E-visas issued before 23 August 2025 | 60 days | Up to 16 days |
| 23 August 2025 onwards | 120 days | Up to 30 days |
One detail is easy to miss: your date of exit from Russia cannot be later than 120 days from the date the e-visa was issued. If you apply early and travel late, you may not be able to use the full 30 days. Plan around your return flight rather than around the issue date.
How to apply for the Russian e-visa, step by step
The portal describes six steps. All of them are online and none involves a consular appointment.
⏱️ E-Visa Application Steps
1. 1. Fill in the application form
Use the electronic application form at electronic-visa.kdmid.ru or the mobile application downloaded from that site.
2. 2. Make the payment
The consular fee is paid online with a bank card of an international payment system.
3. 3. Wait for the decision
The e-visa grant notification arrives in your account on the website or by email.
4. 4. Keep the notification
Print the notification or download it to your mobile device.
5. 5. Show it to the carrier
Present the notification to the transport company employee.
6. 6. Present it at the border
Show the notification to the Border Service officer at an authorised crossing point.
Two timing rules work together here. The portal states that an e-visa is issued within 4 calendar days, including weekends and bank holidays, while the Turkish Ministry of Foreign Affairs advises applying no later than 4 calendar days before the estimated date of entry. The critical detail sits in the portal's FAQ: that four-day processing period does not include the day the application is submitted. If you are asked to correct inaccurate data during verification, the period restarts from the day you resubmit.
In practice this means a traveller who applies four days before departure can miss a flight because of a single correction request. Apply at least a week ahead rather than squeezing into the minimum.
How the e-visa fee is paid
Payment is where applications from Türkiye most often stall, and most guides skip the detail. The portal states the following:
- The invoice issued when you submit an application is established in dirhams or yuan.
- Even though the invoice uses those currencies, the consular fee can be paid with a bank card linked to an account in any local foreign currency, with automatic conversion. Your own bank sets the conversion fee.
- Payment is made on the Russian Ministry of Foreign Affairs website or mobile application using cards of international payment systems such as Visa and MasterCard.
- Cards issued by Russian banks cannot be used.
- Payment processing takes between 20 and 45 minutes.
- No refund is provided regardless of the result of the application.
All of these points are published in the portal's frequently asked questions. The current amount appears on the invoice generated during your application; because no fixed figure is published, we do not quote an estimate here. If you use a consultancy service, that service fee is separate from the official consular fee.
Which border crossing points accept the e-visa?
This is the hardest limit on the e-visa. It is valid for entry into and exit from the Russian Federation only through the published list of State border crossing points. The portal is explicit on a related point: if you entered through a crossing point on the list, you cannot leave through one that is not on it.
The list covers the points most used from Türkiye: Moscow's four airports (Vnukovo, Domodedovo, Sheremetyevo and Zhukovsky), Saint Petersburg (Pulkovo), Sochi, Kazan, Kaliningrad (Khrabrovo), Yekaterinburg (Koltsovo), Novosibirsk (Tolmachevo), Krasnodar, Mineralnye Vody, Ufa and Vladivostok. On land it includes Verkhny Lars, Zabaykalsk and the Kaliningrad region crossings, and by sea the Big Port of Saint Petersburg and Sochi. Check the current list on the portal's border crossing page before you travel.
The practical consequence: if a connecting itinerary lands you at an airport that is not on the list, your e-visa will not work. Confirm that both your entry and your exit point appear on the list before you buy the ticket.
When the e-visa is not enough: the consular route
The e-visa does not fit every trip. It grants a single entry, does not cover stays beyond 30 days, and excludes work and study. In those cases the visa is obtained through Russian missions in Türkiye.
The Turkish Consulate General in Kazan sets out this route in its announcement for citizens travelling to the Russian Federation. According to the announcement, tourist and special purpose visas are issued quickly by Russia's missions in Ankara, Istanbul, Antalya and Trabzon once the required documents are submitted in full. Citizens travelling for tourism are required to apply through a travel agency, and these applications call for documents such as a hotel booking, return travel tickets and health insurance.
Applications for visiting relatives and friends, work, study, multiple entry and long-term residence additionally require an invitation obtained from the Federal Migration Service of the Russian Federation. Business meetings are covered by a special purpose visa, as are travels prompted by illness or the illness or death of a close relative.
Visa type must match the purpose of travel
In Russia the visa type has to match the real purpose of the trip, and the rule is enforced at the border. The Kazan announcement gives a direct example: travellers going to work or to visit friends who obtain a tourist visa are likely to be turned back at the border crossing after an interview with the Russian border police, because the purpose and the visa type do not match.
The penalties on the work side are heavier. Those who enter on a tourism, visit, business meeting or study visa and are caught working face deportation, an entry ban and a fine. A technical purpose visa only allows the holder to provide technical consultancy to the company that invited them; being caught working on site or at a construction project with that visa carries the same consequences.
The announcement flags a detail that travellers from Türkiye often miss: the visa type on Russian visas is printed only in Russian, in the Cyrillic alphabet. Confirm the type of the visa you receive with the issuing authority or with someone who reads Russian.
Even with a valid visa that matches your purpose, border police may ask for the documents you submitted to the consulate: hotel booking and confirmation voucher, return ticket, a copy of the invitation where relevant, an employment or work contract, and a work permit. Carry these in your hand luggage. Passengers refused entry are returned to Türkiye by the airline that carried them, and on charter routes with infrequent flights that wait can stretch to several days.
Is your passport fit for entry?
Even a flawless visa will not help if the passport itself is questioned. According to the Kazan announcement, wear, tears, missing pages, a photograph that no longer resembles the holder and any alterations are treated by Russian border police as grounds for refusing entry.
The announcement lists further conditions: the passport should have no less than 6 months of validity, worn passports should be replaced before travel, you should enter through the border crossing point declared on your application form, and you should carry enough cash or a credit card to support yourself. One warning matters in particular: a Russian visa in an old passport loses its validity once the passport is replaced, even if the dates still look current, so a new visa must be obtained for the new passport.
On the customs side, amounts of cash exceeding 3,000 US dollars in value must be declared on entry using the customs declaration form and stamped by customs officers. Amounts exceeding 10,000 US dollars in value may only be taken out of Russia with the permission of the Central Bank of Russia and not in cash.
After arrival: migration registration within 7 working days
Entering Russia does not end the process. The portal states that migration registration is a mandatory procedure for any foreign citizen who has entered Russia under a visa or visa-free procedure in order to stay legally. A notification of arrival at the place of stay has to be submitted within 7 working days.
The notification can be made at a territorial subdivision of the Ministry of Internal Affairs, at a Russian Post office, or through a district office of the Multifunctional Centre known as "My Documents". If you stay in a hotel, the registration is carried out automatically by hotel staff and no further action is needed. The obligation really falls on travellers staying in rented apartments or with relatives and friends, a distinction that almost no online guide makes and that creates genuine exposure for short-term rental guests.
Overstaying and the exit visa: you cannot simply pay a fine at the airport
Overstaying in Russia works differently from many countries, and travellers who do not know the difference can be stranded. According to the Kazan announcement, people who overstay their visa, or who are found to have entered on a visa that does not match their purpose, must obtain an exit visa in order to return to Türkiye. Paying a fine at a Russian airport in order to leave is not possible.
The process runs as follows: fines and exit visa formalities can only be handled on working days, and only the person or organisation that invited the traveller to Russia can apply to the Federal Migration Service to extend the visa or request an exit visa. If neither is possible, the person is detained pending a court hearing, pays the fine at Federal Migration Service offices during working hours, and after the court decision is deported with an entry ban.
The same rule applies to lost passports. Citizens who lose a passport in Russia and obtain a new passport or a travel document from a Turkish consulate must also get an exit visa from the Federal Migration Service before leaving. The announcement notes this can take between 3 and 10 days because of weekends and extended holidays.
E-visa or consular visa?
Both routes produce a valid visa, but they cover different things. The choice follows from the length, the purpose and the entry point of your trip.
| Criterion | Unified e-visa | Consular visa |
|---|---|---|
| Where to apply | Online portal or mobile application | Russian missions in Ankara, Istanbul, Antalya and Trabzon |
| Invitation | Not required | Required for visits, work, study and long-term residence |
| Entries | Single entry | Depends on the visa type, multiple entry available |
| Length of stay | Up to 30 days | Depends on the visa type |
| Processing | 4 calendar days | Short, once documents are complete |
| Border crossing | Published list only | Entry expected at the declared crossing point |
| Work | Not covered | Possible with a work visa |
| Refund | None, whatever the result | Subject to the mission's fee terms |
As a rough rule: for a single entry trip of up to 30 days, for tourism or a business visit, through a crossing point on the list, the e-visa is the fastest route. Every other scenario is worth discussing through the consular route.
Russia Visa Rules by Turkey Passport Type
The rules for Turkey citizens can differ by passport type. The table below follows the official list published by the Turkish Ministry of Foreign Affairs.
| Passport type | Status | Stay |
|---|---|---|
| Ordinary passport | eVisa | — |
| Special passport (green) | eVisa / ETA | up to 90 days |
| Service passport (grey) | eVisa / ETA | up to 90 days |
| Diplomatic passport | eVisa / ETA | up to 90 days |
What are the visa rules for Moscow?
Visa rules do not change by city; the same conditions apply across Russia: evisa, including Moscow and every other point of entry.
Other frequently visited cities: Saint Petersburg, Kazan, Sochi, Yekaterinburg.
Should you apply yourself?
The e-visa form is online and can be completed alone. Even so, three failure points recur in applications from Türkiye: the passport number field being rejected by the system, the photograph not being accepted, and card payments failing because the invoice is issued in a different currency. None of these is a visa refusal, but each one can restart the four day clock.
Applying yourself: advantages
- No additional service fee
- You follow the process end to end yourself
- Fast for short single traveller tourist trips
Applying yourself: drawbacks
- No second pair of eyes on form and photo errors
- A verification request restarts the four day period
- Family trips need a separate application tracked for every child
- Choosing the wrong visa type can mean being turned back at the border
